ERNEST COLBERT, JR. - PRESIDENT
A prominent civic leader in the Southeast region, Mr. Ernest Colbert, Jr. is the president of C&S Consultants, Inc. He is responsible for the general management of the firm, business development and overall supervision and administration of the company's affairs. Among his many achievements, Mr. Colbert has also served as Chairperson of the New Orleans City Planning Commission. In this capacity he initiated revisions to various phases of the comprehensive Master Plan, as well as the preparation of the City's Capital Improvement Program for the implementation of the Plan.

KEVIN J. DERBIGNY, P.E. - VICE PRESIDENT
Mr. Derbigny has over 17 years of experience in Civil and Structural engineering design, Environmental engineering, and Project Management. As vice president, he is responsible for procuring new projects, maintaining and expanding the firm's client base and project management. His experience includes the design of reinforced concrete and steel facilities, concrete drainage box culverts, pile supported foundations, retaining walls, gravity and force main sewer systems, and technical support for regulatory compliance. Recently, Mr. Derbigny served as project manager for the $100 million Canal St. Streetcar Project. His responsibilities included design management of all rail, civil, structural, electrical, mechanical and traction power elements of this nationally recognized project.

JENS J. NIELSEN, P.E. - CHIEF ENGINEER
Mr. Nielsen's forty 40 years of professional experience includes a broad range of Civil and Structural engineering projects. He has served as project manager, chief design engineer and project coordinator on major street and highway paving projects and several multi-million dollar pumping stations, piping systems, retaining walls, sewer treatment plants, and drainage projects for LA DOTD, the City of New Orleans, the Corps of Engineers, NASA and Jefferson Parish. He has designed numerous petro-chemical related structures, buildings, tank foundations, and conveying systems. Mr. Nielsen is also experience in manpower and material budgeting, client solicitation, construction management, scheduling, life cycle cost analysis, QA/QC inspection, and project coordination.
